During discussion, board members recommended limiting the relief to the sanitary (sewer) charge rather than all water charges. One member proposed a 50% reduction conditioned on the customer paying any current or past due water bills, including penalties, and completing payment within 15 days; the board approved the motion by voice vote. “Payment must be made within 15 days, and then the discount would be issued,” the clerk said when describing the conditions.
Board members noted the accommodation was intended to address a specific documented plumbing failure and to require account resolution before issuing the discount. The water board adjourned and returned council business to allow broader public comment later in the meeting.
