Tinley Park committee advances adoption of 2024 existing-building code, adds rules for security fogging devices

Michael Coleman, the village building official, told the Committee of the Whole that Tinley Park is proposing adoption of the 2024 International Existing Building Code to provide a clear framework for renovations to older structures.

"We have a new code that we are bringing into the village for the 1st time," Coleman said, explaining the code’s three levels of alterations — minor work, structural changes such as egress modifications, and changes of use that create greater fire hazard. He described how the proposed local amendments delete or defer to Tinley Park’s existing fire and state plumbing codes where appropriate.

Coleman also described a provision added to address security fogging devices being used by some businesses. "These are a non hazardous water based fogging that disorient the individuals breaking in," he said, and staff added language and exterior strobes so first responders can tell a security activation from a fire incident.

Trustee Ken Shaw and other trustees said the code will give staff a usable reference for both new construction and alterations. "The code is limited to certain areas," Coleman said, adding that local amendments retain the village’s more specific fire and plumbing requirements.

After brief questions, the committee voted to move the item to the Village Board for final consideration. The committee recorded the roll call and the motion carried.

The next formal step is consideration and possible adoption at a future Village Board meeting; the committee did not adopt the code tonight.
