"The sanitation increase is 3 and a half percent," the City Administrator said, explaining the 1% city layer is intended to cover the city's portion of rising insurance and personnel costs. The administrator said he has begun preliminary work on the sanitation budget but is waiting for insurance numbers before finalizing details.
The administrator added that the city has paid off its fuel surcharge debt to WM. "We have finally paid off our fuel surcharge debt due to WM," he said, estimating the total owed that was passed to ratepayers over three years at about $120,000. With that debt cleared, the fuel surcharge will no longer be in effect.
The sanitation reserve balance was reported at about $700,000. The City Administrator said a reserve nearing $1,100,000 would provide roughly a year of backfill or capital-project capacity; the fund remains short of that target but is improving. He invited council members to ask follow-up questions and offered to meet at City Hall for further discussion.
