Public works staff told trustees the village experienced heavy storms from April 14–18 that produced roughly 4 to 4.5 inches of rain and filled the Hoods Creek attenuation basin. That inflow, combined with elevated downstream flows at Highway K and Riverbend, left little time to discharge the basin; staff reported a sanitary sewer overflow (SSO) at the Riverbend lift station during which roughly 432,000 gallons were discharged over an approximately 12‑hour period.
A utilities official said the storm sequence also produced 25 peak‑hour or peak‑day permit exceedances (10 peak‑hour and 15 peak‑day events) with flow metrics ranging from around 80% up to 130.7% of capacity; the village expects to finish pumping down tanks by the coming Thursday and will coordinate with the Racine wastewater commission on any regulatory follow‑up. When asked whether the storm events trigger moratorium provisions under existing agreements, staff said, "By the rules and the agreement, yes, we are." The official clarified the basin provides about 4,700,000 gallons of wet‑weather storage.
On a separate infrastructure update, the public works representative said Landmark Structures (Texas) is constructing the village's new water tower. Temperature‑dependent coating work was scheduled to start May 4, after which the steel bowl will be raised, welding completed and painting undertaken; the tower will be labeled "Caledonia" on two sides.
Trustees received the reports and asked staff to continue cleanup and regulatory coordination; no enforcement or budget decisions were made at the meeting.
