Council approves grants for watershed salt study and a resilience hub at the Cambridge Community Center

Cambridge City Council on Oct. 6 approved two separate grant appropriations aimed at environmental resilience.
The council unanimously approved the appropriation of $71,600 to the Water Department to convene a technical advisory group (TAG) composed of representatives from watershed communities, MassDOT, the Charles River Watershed Association, major landowners and city staff. The TAG will study sources and concentrations of chlorides in reservoirs, examine brine pretreatment and drainage mitigation, and prepare a mitigation plan and an application for larger implementation grants from the state.
Councilor Zuzi called the TAG an important step to address the high chloride content that damages pipes and appliances and asked whether MassDOT was engaged; staff answered that MassDOT has participated in salt‑reduction work and new approaches like brine pretreatment.
Separately, the council approved $993,123 to the Office of Sustainability to procure and install solar and battery infrastructure at the Cambridge Community Center, a core element for establishing the site as a resilience hub. Julie Warmser, the project lead, said the appropriation covers the solar and battery components but the entire resilience‑hub renovation will cost roughly $4.5 million and require additional fundraising and partnerships with the Cambridge Redevelopment Authority and federal grant programs.
Councilors said the modular approach makes sense: capture federal/state grant opportunities for studies and installations now, then pursue implementation funding for larger retrofits.
What happens next: staff will convene the TAG, prepare the chloride study and mitigation plan, and continue fundraising and design work to complete the resilience hub upgrades.
