Trustees on the Village of Caledonia Committee of the Whole voted to reconstitute the finance committee and the legislative and licensing (L&L) committee and to have those committees report during committee updates.
The motion was made from the floor by a trustee and seconded; after discussion about scheduling and whether an ordinance change would be required, the committee voted in favor. The committee named members for each panel: Finance — Mr. Wishaw, Mr. Prescott and Trustee Nancy Pierce; Legislative & Licensing — Holly (chair), Mike (vice chair) and Fran (member at large). Moderator comments assigned committee leadership: Lee as finance chair and Prescott vice chair, with Nancy as member at large; Holly as L&L chair, Mike vice chair and Fran member at large.
The trustees debated trade-offs between keeping the Committee of the Whole (which they said speeds discussion and increases trustee engagement) and reinstating smaller standing committees (which some trustees argued provide deeper oversight, particularly of finance and audit matters). Village attorney Pruitt told the committee that the board can alter ordinances and that procedural rules such as Robert's Rules can be suspended to allow freer discussion, but reminded them that open-meeting notice requirements remain: "You have to give the public notice of what you're gonna be talking about so that they can attend if they're interested," he said.
Trustees discussed practical next steps: scheduling committee meetings to allow review before full-board action, and whether staff should prepare any required ordinance language. One trustee noted that formal reconstitution would require a resolution at the next full-board meeting.
The committee also confirmed appointments to personnel and other standing groups during the same session. The committee concluded the business and moved on to other agenda items.
