Agency approves agent application for material removal at North Street property

The Inland Wetlands & Watercourses Agency voted to approve application AAA 145117, an agent approval request to remove brush, topsoil and rubble within the Upland Review Area at Map 93, Lot 15, owned by Joseph Licoury. The motion to approve, made by the clerk and seconded, passed in a 6–0 roll-call vote.

Applicant representative Wes Wentworth of Wentworth Civil Engineers identified himself at the meeting and told the agency he was “here on behalf of the owner and applicant, Joseph LeCory,” and summarized the work as removal of debris and grading followed by fine grading, seeding and mulching. He said the work addresses a remaining wetland violation not included in a February 2026 stipulated agreement resolving prior violations.

Staff and the applicant added silt fencing and other erosion-and-sediment (E&S) controls to the updated site plans after the commission tabled the item at its June 2 meeting. Planning staff confirmed the submitted E&S measures (silt fence, compost filter tubes, inlet protection and an anti-tracking pad) and noted the applicant will remove unsuitable material from the site and reuse topsoil where practicable.

The agency approved the application with the stated general conditions and the added site-specific E&S controls. The clerk recorded six votes in favor and no opposing votes. The applicant was thanked and cleared to proceed subject to the permit conditions.

The agency did not adopt additional special conditions beyond the E&S measures presented; follow-up inspection and compliance with the permit conditions were left to staff.
