Hubbard County adopts negative declaration for Deep Lake Park environmental review

Hubbard County planning staff presented the Environmental Assessment Worksheet (EAW) for a proposed campground and camper-cabin development at Deep Lake Park and recommended the board make a negative declaration that an Environmental Impact Statement (EIS) is not required.
Staff told commissioners the project exceeded a threshold in state rule 4410 and therefore required an EAW and a 30-day public comment period; three state agencies — the State Historic Preservation Office, the DNR and the Minnesota Pollution Control Agency (MPCA) — submitted comments. Planning staff prepared draft responses and recommended the EAW record, findings of fact and a resolution concluding that no EIS is warranted.
Commissioners discussed the expanded EAW content requirements adopted in recent administrative rule changes (including greenhouse gas and carbon-footprint calculations) and noted those expectations increase consultant and county costs. Planning staff said consultants were used for the technical parts of the EAW that now require specialist calculations.
After discussion the board adopted the negative declaration and associated resolution by voice vote and directed staff to submit the record to the Environmental Quality Board and respond to commenting agencies. Planning staff said the next steps include completing conditional-use and plat applications and presenting to the Planning Commission and Board of Adjustment as scheduled.
