Council approves dog-grooming site plan, advances budget and development items

The Boonville City Council approved a final site plan for a dog-grooming facility proposed by Boonslick Industries at 1624 West Ashley Road after completing first and second readings in the same meeting to avoid delaying the project due to a previously canceled meeting. Planning & Zoning had recommended approval; staff told the council the access road to the new site is a private drive and the business expects to hire staff.

A council member who objected to delaying readings said they did not want to hold the developer up, and the city performed both required readings before voting. The council moved and seconded approval; a roll call vote recorded all members voting yes and the motion passed.

The council also conducted first readings of several other development-related items: the city’s fiscal-year budget (Bill 2026-004), first readings for ordinances authorizing state block-grant agreement amendments for taxi-lane reconstruction at the Jesse Firdle Memorial Airport, and the first reading of a final site plan for McDonald’s at 490 Americana Drive. Planning and public-works staff discussed McDonald’s proximity to an upcoming roundabout and said the two projects should not adversely affect one another; contractors expect roughly a 120-day turnaround on the McDonald’s work.

Separately, the council approved Resolution R-2026-04 to amend a development agreement with Kemper Apartments LLC, extending an initial option term from 12/31/2026 to 12/31/2027 to allow potential pursuit of historic tax credits. The mayor said the amendment was “a long time coming” and council voted to approve the resolution.
