Saint Cloud planning commission recommends conditional use for Cut Factory to allow on-site beer and wine

The City of Saint Cloud Planning Commission recommended approval of Resolution 2026-079R on a 4–1 vote to allow the Cut Factory barbershop to sell and permit on-site consumption of beer and wine as an accessory use to its haircutting services.
Senior Planner Sean Raja told the commission the request (DRC case CNU26-0001) applies only to Unit 6 of the Publix shopping plaza at Old Canoe Creek and 13th Street and that staff recommended conditional approval with two stated conditions: that the conditional use applies only to Unit 6 (4415 13th Street, Unit 6) and that the conditional use will expire if the business vacates the property. Raja said no structural changes were proposed.
Applicant Freddie Ledesma, identified in the record as the owner/co-owner of the Cut Factory, described the concept as an enhancement to the customer experience: "You come in, you get a cut, maybe have a drink or two after a long day of work," and repeatedly emphasized, "It's not a bar." He told the commission the model would not allow take-home alcohol and that drinks would be for consumption at the location only.
Commissioners pressed staff and the applicant on enforceability, food-safety and minors. Deputy Community Development Director Tisha Manning said state alcohol licensing mandates on-site consumption rules and that city staff could add clarifying language to the motion to help with local enforcement. The applicant said children are served haircutting services but that alcohol would not be sold to minors.
Commissioner Russell Alexander moved to recommend approval incorporating staff conditions; the motion passed with one dissent. Commissioner Ruby Bridgeforth was recorded as the sole nay. Chair Philip Lantree announced the motion passed 4–1; Commissioner Amit Patel was recorded as being present but not voting for procedural reasons noted on the record.
Next steps: The commission’s recommendation will be forwarded to the City Council for final action on the conditional-use request.
