The Urbandale City Council voted to approve the preliminary plat for Biltmore West, a proposed development at the northeast corner of Meredith Drive and 184th Street that was previously rezoned to a PUD. Assistant Community Development Director Christy Bailings said the preliminary plat shows single-family lots (approximately 28 acres), proposed street connections to adjacent Biltmore West, utility routing, parkland dedication (about 4 acres) with a paved trail connection, and multiple stormwater detention areas.
Snyder & Associates representative Brent Kolpus described a phased build approach: the first phase will focus on the single-family parcels to the north and their associated sanitary and stormwater systems, while southerly basins and commercial/multifamily parcels would be developed later as market demand dictates. Kolpus said the developer intends to balance grading and infrastructure to allow the north area to be built first.
Council questions centered on park access and phasing, including whether sidewalks and trail connections would be constructed with initial phases and who would be responsible for park-path snow removal; staff and the developer clarified that sidewalks along park frontage will be installed and that park maintenance responsibilities vary by easement versus dedicated land and will be finalized in conditions.
Staff recommended approval subject to the conditions noted in the staff report, including coordination with parks, utilities and engineering. Council approved the preliminary plat (motion by Rosendahl; second by Cacciatore). The decision advances final platting and future site-plan reviews for nonresidential parcels.
Next steps: the developer will prepare final plats and site plans for each phase; the council will review and approve final plats and any future site plans for multifamily or commercial lots.
