Board asks that Rossview easement contract return for approval, seeks limits on school‑hour work

Board members discussed a proposed utility easement near Rossview and Cardinal Lane and expressed safety concerns about construction traffic near school bus routes.

Board member Mr. Griffey said he supported the easement in principle but asked that the final contract include explicit language preventing offloading and heavy construction activities during school hours on the section adjacent to Rossview and Cardinal Lane. He asked that the completed contract be brought back to the board for final approval.

Engineering representatives, introduced in the meeting as Micah Westerman of Ryan Engineering, said the construction schedule was expected to be approximately 180 days and that much of the work would run along Rossview Road. Westerman said contractors could be required in the contract to put up complete barricades, store materials inside barricades, avoid unloading during school hours, and coordinate crossings with district staff at least two weeks in advance.

Board members sought clarity on how much of the easement footprint lay on school property; the transcript records 5,127 feet of easement footage across connected parcels but the presenter said he would calculate exact footage on school property. Mr. Griffey moved that the finalized easement contract be returned to the board for approval when written; the motion was seconded and the board voted to approve it.

What happens next: engineering and the district will draft contract language specifying offloading and traffic restrictions and then return the finalized contract to the board for approval.
