The Edgecombe County Board of Education moved on Dec. 9 to select an architect for the North Edgecombe School of Innovation preK–12 project and to authorize district officials to negotiate contract terms.
Dr. Bryant told the board the district had interviewed three firms and that the board could select one firm and authorize the superintendent and the board attorney to negotiate a contract that would return to the board for final approval. After discussion and a roll call of preferences by voice, a board member moved that the board ask its attorney and superintendent to negotiate a contract with Vines Architects.
The motion to authorize negotiation with Vines Architects was seconded and carried by voice vote. Board members discussed whether votes should be written or by voice, and the chair said policy defaults to voice unless a member moves to use written ballots.
Board attorney remarks during the discussion referenced the need to insert the architect’s name into the negotiating motion and emphasized that a negotiated contract would come back to the board for final action.
The board’s action authorizes staff to begin contract discussions; the final contract, scope, price and schedule were not disclosed and will be returned to the board for approval under normal procurement procedures.
