Madison council approves routine appropriations transfers and tax‑abatement renewals; parks report highlights record pool attendance

Madison’s common council approved a set of routine measures on June 16, including a midyear transfer of appropriations within the Parks Department and the acceptance of several tax‑abatement compliance reports.

Mandy McGee presented Resolution 2026‑5 as a midyear cleanup that moves money within the Parks Department to align budgets with seasonal spending needs — items such as the golf course and pool. A council member moved, a second followed, and the resolution passed by roll call.

During the same meeting staff reported on the annual review of tax abatements required under Indiana code. Tony Steinhardt reviewed compliance for Trilogy Real Estate, Riverside Towers and the Cotton Mill (all reported in compliance for the current year) and outlined Grody’s unique sliding‑scale structure and a PILOT payment of $75,000 the company had committed to the redevelopment commission. Council approved the renewals for Trilogy, Cotton Mill and Riverside and then separately approved Grody’s renewal(s).

Parks Director Tanya Burnett briefed the council on program participation and revenue: year‑to‑date participation across parks programs reached 12,554 people; Crystal Beach recorded 10,907 visits over a recent three‑week span and set a single‑day pool record of 899 patrons on June 13. Concession sales included $5,538.24 in Dippin’ Dots sales at the pool in three weeks; Burnett said the early season revenues are running ahead of last year.

Council praised staff and volunteers, recognized long‑time Crystal Beach participants and presented a lifetime pool pass to longtime user Martha Jane Shimfessel. The mayor encouraged continued community attendance at a ribbon cutting and other summer events.
