Pullman council approves short-term rental, scooter rules, CIP and other items in consent and regular agenda
Summary
At its June 16 meeting the Pullman City Council approved the consent agenda (including historic preservation grant application), repealed the Lawson Gardens Committee, adopted a short-term rental code and scooter/bicycle rules, approved the 6-year CIP and TIP, authorized an EMAC mutual-aid agreement and adopted council goals for 2026–2028.
The Pullman City Council on June 16 approved a package of routine and policy items, including ordinance and resolution votes that will shape city planning, transportation rules and emergency cooperation.
The council approved the consent agenda by voice vote, which included vendor disbursements (checks totaling $72,459.42 and electronic transfers totaling $970,802.70) and Resolution R19-26 authorizing a grant application to the Washington State Department of Archaeology and Historic Preservation for a Pioneer Hill historic-resource survey.
Ordinances and resolutions adopted:
- Ordinance 26-09: Repeal of Pullman City Code Title 1.55 (Lawson Gardens Committee). Parks and Facilities Director Kurt Damon said the gardens are substantially developed and that responsibilities will transfer to the Parks and Recreation Commission; the council approved the repeal by voice vote.
- Ordinance 26-10: Short-term rentals. Community Development Director RJ Lauder presented a Planning Commission–drafted code to regulate short-term rentals; the ordinance, scheduled to take effect July 1, was adopted. Council members noted that fee or application changes would require a future agenda item.
- Ordinance 26-11: Motorized scooters and bicycles. The council adopted amendments to make permanent the city’s rules on motorized scooters and bicycles, ending a moratorium and updating code sections on sidewalk riding and operation rules.
- Resolution R-20-26: A 6-year Capital Improvement Program (CIP) for 2027–2032. Staff noted no public speakers at the hearing but four written comments. Sean (city staff) explained that the CIP can be amended mid-cycle in emergencies; the resolution passed by voice vote.
- Resolution R-21-26: A 6-year Transportation Improvement Program (TIP) for 2027–2032, a TIP that must be transmitted to the Washington State Department of Transportation by July 1; council adopted the resolution.
- EMAC agreement authorization: Council authorized the mayor to execute an Emergency Management Assistance Compact agreement allowing Pullman to participate in interstate mutual-aid deployments; staff emphasized there is no obligation to deploy personnel and either party may withdraw with 30 days’ notice.
- Adoption of Pullman City Council goals and priorities for 2026–2028: Staff clarified the documents' effective months to align with the city budget and council transitions; council adopted the goals.
Council discussion on these items was limited; most measures were approved by voice vote with no recorded roll-call tallies in the transcript. Where relevant, staff said additional administrative actions (such as fee changes or CIP amendments) would be handled through future agenda items or counsel requests.
