District reports largely effective teacher evaluations and expands 2nd-grade learn-to-swim program

Dr. Ray Lu reported that most teachers were rated effective or highly effective; district and YMCA completed a second year of a 2nd-grade learn-to-swim program serving students from all four elementary schools and an adaptive group, with completion numbers across levels recorded.
Dr. Ray Lu presented the district's annual teacher-evaluation results and updated the board on a 2nd-grade learn-to-swim program run in partnership with the YMCA of Steuben County and MSD of Steuben County.
On evaluations, Dr. Ray Lu said evaluation categories in the packet show teachers listed as ineffective, improvement necessary, effective or highly effective; two staff listed in lower categories are no longer with the district and one improvement plan-related score was addressed.
On the swim program, Dr. Ray Lu praised the partnership: "Building on lessons learned from our 1st year...several improvements were implemented that strengthened program delivery, increased community involvement, and yielded outstanding outcomes for participating students." He said 157 students participated from all four elementary schools and an adaptive group; 131 completed Level 1 (water acclimation), 110 completed Level 2 (water movement), 94 completed water stamina and 13 moved into stroke introduction. Volunteers and community partners — including YMCA staff, Cameron Health, Fort Wayne Metals and Lake James Mayer's (donations) — supported equipment, visibility shirts and student supplies.
Board members asked about pool-deck safety and were told students are taught deck safety and do not run. The board thanked the YMCA and volunteers for program work.
