On the same agenda item, the council approved construction of an 1,800‑square‑foot brewery building at the Historic Depot redevelopment site based on a single bid from Weisinger Construction for $320,889, also pending grant approval. Councilmember Roose announced she would abstain from the brewery motion because she works on the project; the motion passed 6–0–1.
Earlier in the evening the council also approved the State of Minnesota Grant Contract Agreement for the Ely Depot and Railyard Revitalization Phase II Project (Contract CCGP‑25‑0016‑Z‑FY26), which the council identified as associated with the Depot redevelopment effort. Roose clarified that the contract was with Ely Depot, LLC.
Both construction and remediation approvals are contingent on grant awards and procurement compliance; the council recorded the low bid and moved forward pending grant approval rather than authorizing immediate contract execution.
