Pegram board advances 2018 energy code in first reading, approves community donations and park events

The Town of Pegram Board of Mayor and Aldermen voted Sept. 29 to approve the first reading of Ordinance 2025-170, which amends Title 12, Chapter 7, Sections 12-701 and 12-702 of the Pegram Municipal Code to adopt the 2018 International Energy Conservation Code. Alderman Michael Paszek moved to discuss and advance the ordinance; Vice Mayor Bob Sanders seconded. The board set a public hearing on the measure for Oct. 27, 2025, at 7:00 p.m. The motion passed with Alderman Randy Howington, Vice Mayor Bob Sanders, Mayor Charles Morehead and Alderman Michael Paszek voting yes; Miranda Montgomery was absent.
The ordinance would update local building-energy standards to align with the 2018 International Energy Conservation Code under the International Building Code, Chapter 11 (Energy Section). The board did not vote on final adoption; the Oct. 27 public hearing is the next procedural step.
During the same meeting the board accepted a $2,000 donation from A. O. Smith to benefit the Pegram Fire Department. Vice Mayor Bob Sanders moved to accept the donation; Alderman Michael Paszek seconded and the vote was unanimous among members present.
The board approved up to $525 to cover the license fee for a Movie in the Park scheduled for Oct. 26, starting at 7:00 p.m.; that same afternoon will include Trunk or Treat and a spaghetti supper hosted by the Pegram Community Club. Alderman Randy Howington moved to authorize the expense, seconded by Alderman Michael Paszek. The meeting record notes the license cost is approximately $525.
Kelly Hutchison, representing the Pegram Community Club, requested town support to help restore the Community Club building (the Depot) and the caboose. The board approved a $2,500 donation and adopted Resolution 2025-217 to authorize the contribution; Alderman Michael Paszek moved, Vice Mayor Bob Sanders seconded, and the motion carried.
Two agenda items were postponed to the Oct. 27 meeting: Resolution 2025-216, which would authorize cooperative purchasing agreements with OMNIA Partners for town departments, and review of the GameTime playground improvement contract. Both items were tabled on motions that carried unanimously among members present.
The board adjourned at 7:36 p.m. The next steps are the Oct. 27 public hearing on the energy code ordinance and the continued consideration of the tabled procurement and playground contract items.
