Salem Township supervisors accept BCO resignation, hire third-party inspector and approve resolution

At a Feb. 26 special meeting the Salem Township Board of Supervisors accepted the resignation of Building Code Official Dave Jobe, hired Merle Musick of American Building Inspection Services as the township's new BCO and unanimously adopted Resolution No. 10-2026 to retain a third-party inspection agency under Ordinance No. 05-2004.
The Salem Township Board of Supervisors voted unanimously Feb. 26 to accept the resignation of Building Code Official Dave Jobe and to hire a third-party inspector to administer building permits and inspections.
Committee member Bob Zundel moved to accept Jobe's resignation from Jobe Inspection Services, LLC; Todd Paulich seconded the motion and the board approved it unanimously. The minutes show Jobe submitted a Termination of Agreement letter dated Jan. 26, 2026.
The board then voted to hire Merle Musick of American Building Inspection Services, Inc. as Salem Township's Building Code Official to fill the vacancy. Committee member Kerry Jobe told the board that Salem would return to an 80/20 split of building permit fees, with American Building Inspection Services retaining 80% and Salem receiving 20%. The minutes note Musick works full time as a building code official for Unity Township and performs inspections for Derry, Scottdale, Cook Township and will take on Loyalhanna.
The supervisors also approved Resolution No. 10-2026, described in the minutes as "A RESOLUTION OF THE TOWNSHIP OF SALEM, WESTMORELAND COUNTY, PENNSYLVANIA, RETAINING A THIRD-PARTY INSPECTION AGENCY FOR PURPOSES OF ISSUING PERMITS, CONDUCTING PLAN REVIEWS AND INSPECTIONS AND ENGAGING IN THE ADMINISTRATION AND ENFORCEMENT OF SALEM TOWNSHIP ORDINANCE NO. 05-2004, AND ESTABLISHING PERMITTING AND INSPECTION FEES THEREFORE." The motion passed with all three supervisors voting in favor.
Before adjourning, the board set a special meeting for March 5, 2026 at 9:00 a.m., another special meeting March 17 at 10:00 a.m., and the regular meeting for March 18, 2026 at 7:00 p.m. Committee member Bob Zundel moved to adjourn; the motion was seconded by Todd Paulich and carried unanimously. Board members discussed adding the purchase of an Emergency Management Vehicle to the March 5 agenda. The meeting adjourned at 9:24 a.m.
The minutes were signed by Kelly Otto, township secretary, and list the municipal address as 244 Congruity Road, Greensburg. No public-comment quotations or substantive disputes appear in the minutes for these items.
