Union City council approves ordinance amendments, tax exoneration and CDBG grant application

Union City Borough Council unanimously approved several ordinance amendments and resolutions Sept. 16, 2024, including parking and zoning ordinance changes, a $5,563.49 tax exoneration for a Land Bank property at 121 East High, and authorization to apply for up to $100,000 in CDBG funds for stormwater repairs in Municipal Lot #1.
Union City Borough Council on Sept. 16 unanimously approved a series of motions to update local ordinances, authorize grant applications and exonerate taxes on a recently purchased Land Bank parcel.
The council approved advertised amendments to Parking Ordinance 1137 to restrict parking of unlawful and disabled vehicles, and to amend schedules I, II and IV. It also approved changes to Zoning Ordinance 1118 to add definitions and permit regulations for redemption games (games of skill) and to allow use of accessory structures on adjoining lots. Both ordinance amendments were approved by voice vote with motions carried unanimously.
Council also approved a resolution to exonerate $5,563.49 in taxes on 121 East High after the Land Bank purchased the property. Councilor Kerns moved the tax exoneration resolution; Councilor Steadman seconded the motion, which carried unanimously.
On housing policy, council voted to support Erie County’s effort to develop a new countywide comprehensive housing plan. The resolution notes the county will use MAP grant funds and Act 137 (Affordable Housing Act) deed-transfer funds to support recommendations to improve housing quality and affordability. Councilors noted several borough residents have applied for Act 137 funds based on income.
Council also authorized submission of a Community Development Block Grant (CDBG) application to Erie County for up to $100,000 to pay for a portion of stormwater repairs in Municipal Lot #1. Councilor Steadman moved to approve the application; Councilor Osborn seconded, and the motion carried unanimously. Council discussed that additional local paving quotes will be solicited to determine the scope of repair work.
Other procedural business included motions to approve the meeting agenda, previous minutes from Aug. 27, 2024, acceptance of the secretary’s report, and approval to pay outstanding bills; each motion carried unanimously. The council set Halloween trick-or-treating for Oct. 31 from 6:30 p.m. to 8:00 p.m. and voted to advertise a proposed amendment to the tenant registration ordinance that would allow more than one charge per year for repeat violators who do not provide required information.
During public comment, Bev Ballog of Hometown Heroes thanked the borough for its support and said she was pleased to hear that Lance Greer would not be accepting money from the related civil case. Mayor Robert Wolf read his report and acknowledged the Police Department has been particularly busy and conveyed appreciation for its work in the community.
The public meeting adjourned at 6:50 p.m.; an executive session on real estate, personnel and contracts followed from 6:58 p.m. to 7:42 p.m. with no action taken.
