Consultant previews $22,000 Gates Park surface fix and $5,000 construction-services agreement

Glenn Peterson of engineering firm SEH told the Saint John Park Board on June 16 that the Gates Park bathroom and playground project has produced two items staff will present formally at the July meeting: a not-to-exceed hourly construction-phase services agreement for $5,000 and a recommended field change order estimated at about $22,000.
"So the 1st 1 was, an agreement with SEH, to provide some construction phase services...it was an hourly not to exceed agreement for SEH to provide some construction phase services for $5,000," Peterson said, describing the proposed short-term contract to support on-site coordination and problem solving.
Peterson said the second item addresses a surfacing problem at the playground edge where existing port-in-place surfacing and the new sidewalk did not meet at a consistent elevation, creating potential trip hazards. "It's in the $22,000 range... I think it's about 100 feet by a foot and a half... about 155 square feet," he said, noting port-in-place material is costly and that the change would create a consistent elevation between surfaces.
Peterson said the contractor is "tracking towards the end of July, August 1-ish" for substantial completion and that SEH will return with an updated schedule and formal paperwork next month. No action was taken by the board on either the $5,000 agreement or the change order at the June 16 meeting; Peterson said the change order recommendation will appear on the July agenda.
The items matter to the board because the change order affects scope and cost for a visible playground improvement, and the construction-services agreement would authorize SEH to provide limited on-site oversight. The board and staff indicated they would review the proposal documents and vote in July once formal recommendations are on the agenda.
The board did not take a vote on the SEH proposals at the June 16 meeting; SEH will present the recommended change order and the not-to-exceed agreement for formal action at the July meeting.
