Drew said contributors have submitted sections and that he and Chair Holla Sutherland plan to consolidate the material so the commission sees a near-final RFP before it goes to budget review. He asked commissioners to expect a pseudo-finished draft in August, with the goal of issuing the RFP in time to fit the town’s budget calendar.
Parks Director Eric Brenlinger discussed contemporary consultant cost estimates for a comprehensive, statistically grounded master plan and said current market prices for the level of service requested are roughly $100,000 (with some estimates up to $150,000). He noted a sampling threshold mentioned during research — about 350 survey responses might be considered statistically useful for a town of about 7,000— but said staff would research and confirm sampling and outreach methods.
Commissioners discussed geographic outreach beyond town limits, noting past targeted outreach to nearby communities and ZIP codes. Staff emphasized the need to incorporate both the commission’s ‘big audacious’ 10-year vision and smaller near-term projects that could be advanced before the master plan’s full completion.
Next steps: staff and commissioners will complete the RFP consolidation, confirm consultant scope and sampling strategy, and present the draft at the August meeting for review prior to procurement.
