Council approves sanitary sewer improvement contract amid bid shortages

The Boonville City Council on April 6 approved a resolution authorizing an agreement with Bennett Incorporated to carry out sanitary sewer improvements identified for 2026.
Staff and councilors discussed procurement challenges and engineer estimates. One staffer noted past difficulties getting bids for I&I projects and explained that MECO engineering provides an internal engineer’s estimate to size and scope projects. Councilors asked whether the $37,000 overrun fell within the project budget envelope; staff said the overrun could be absorbed within the I&I budget line.
Technical questions included manhole dimensions and depths: staff noted standard manhole inside diameter is four feet and that depth varies, typically up to 6 feet before additional footing is required. A presenter stated Bennett’s bid was substantially lower than a previous contractor’s and that Bennett’s proposal came in at about $60,000 for the scope discussed.
A council member moved to approve Resolution 2026-10 and the motion passed in roll call; the resolution authorizes city officials to execute the agreement and proceed with the sanitary sewer work.
Councilors instructed staff to proceed with contract execution and to monitor budget impacts across the capital program.
