Boonville council adopts FY2026–27 budget, approves water-rate changes and arena of project grants

The Boonville City Council on March 16, 2026 approved a package of ordinances and resolutions that included adopting the fiscal 2026–27 budget, changes to water and wastewater service rates, two state block‑grant amendments to fund taxiway rehabilitation at Jesse Virgil Memorial Airport, and final approval of a McDonald’s site plan at 490 Americana Drive.
The council voted 8–0 to adopt the proposed city budget for the period April 1, 2026 through March 31, 2027 (Bill 2026‑004). Councilors then approved a separate ordinance (Bill 2026‑003) amending the water and wastewater service rates and the schedule of administrative fees; that measure passed on a roll call that recorded several 'No' votes (transcript-listed 'Harvill', 'Albert' and 'Bechtel').
City staff presented an ordinance appropriating $413,599.10 to cover salaries and accounts allowed by the council; the readout included line‑item amounts: General Fund $194,210.13; Sanitation $63,087.23; CIP tax $23,003.55 plus $355.19; Waterworks $43,326.74; Wastewater $20,884.54; Tourism $8,279.19; Gaming $42,184.24; Parks and water $6,729.53; and Kemper sales tax $11,542.31. The council approved that appropriation by motion.
On airport funding, the council authorized two state block grant agreement amendments with the Missouri Highways and Transportation Commission and the Missouri Department of Transportation (project numbers referenced in the record) to accept additional funding for taxi‑lane reconstruction and rehabilitation at Jesse Virgil Memorial Airport. City staff said the amendments formalize funding for work already completed and noted the airport board had unanimously approved them. The council approved both amendments.
The council also gave final approval to a site plan for a McDonald’s at 490 Americana Drive (Bill 2026‑008). A McDonald’s representative estimated construction would likely begin 'mid to late July' with an approximately 110–120 day schedule. Councilors thanked corporate and engineering representatives for the investment.
Under new business the council adopted Resolution 2026‑T005, which affirms the city’s support for public safety and authorizes staff to prepare and submit applications to the Missouri Blue Shield grant program. The resolution and the staff discussion noted that previous Blue Shield awards could be in the neighborhood of $50,000 and have funded items such as cameras, body cameras and mobile data terminals.
Other items included approval of consent pay applications to GBH Builders related to YMCA construction (Pay App No. 11 for $101,226.09 and Pay App No. 12 for $11,005,994.07) and passage of a budget amendment for the FY2025–26 budget (Bill 2026‑009). City Administrator (Speaker 8) briefed the council on state‑level developments that could affect local sales tax revenues and encouraged councilors to contact their state representatives.
