Commission adopts zoning changes to encourage small and attainable housing units

The Washoe County Board of County Commissioners unanimously adopted two ordinances on June 16 intended to accelerate the development of attainable housing and small dwelling units across unincorporated areas.
The first ordinance (No. 17-59) establishes a density incentive for small dwelling units under 1,200 square feet. The second (No. 17-60) amends the development code to create density bonuses for attainable housing and attainable senior housing and sets a minimum period of affordability.
Planning staff described the package as the culmination of more than two years of work to expand housing types, reduce barriers for accessory dwellings and manufactured housing, and modernize standards for multifamily development. Planning Division Director Kelly Mullen and long-time community advocate Pat Davidson both urged the commission to adopt the changes and to follow up with implementation reporting and proactive outreach to stakeholders such as HOAs, realtors and builders.
Commissioners praised staff for the multi-year effort and adopted the ordinances by unanimous vote. Pat Davidson called the package “exemplary” and urged the county to promote the changes broadly to ensure builders and the public understand the new incentives.
Why it matters: Commissioners said the amendments could make it easier and less costly to create housing units targeted at middle-income and senior residents and to permit smaller, more affordable dwelling types. Staff recommended continued community outreach and a follow-up implementation report.
