Staff explained the approach: identify historic ridge lines and surveyed monuments, reconcile discrepancies with current GIS parcel lines, and where appropriate move the boundary to the nearest taxing parcel line as permitted by state code to make parcels whole. The recorder said several subdivisions (including Pine Meadow Ranch and Stagecoach/Plat E) had multiple parcels crossing county lines and that corrections would reduce cases where owners are taxed by one county but cannot obtain a building permit because the parcel is shown in another.
County staff brought two immediate action items tied to the mapping work: a request to refund $323.90 in erroneously assessed taxes on Parcel 74‑6232 (approved), and a request to temporarily raise a county credit card limit to $7,000 for July so recorder staff and the GIS specialist may attend the Esri User Conference and training (approved). The commission also approved a $91,025 asphalt overlay contract for the county airport (award to Morgan Asphalt), with staff noting in‑kind contributions expected to reduce the county's net cost.
Recorder Sean highlighted outreach to other counties and ongoing searches for historic town‑site plats (Bridal, Peterson, Milton, Enterprise among others). Staff said the county will transition from weekly data updates to more frequent publishing as enterprise licensing and in‑house GIS capability mature.
What happens next: staff will submit boundary adjustments to the lieutenant governor’s office for formal recognition, publish updated parcel maps online and continue outreach to property owners; the finance office will handle the small refund; recorder staff will use the temporary card limit for travel and training expenses in July.
