Council extends Turquoise Circuit rodeo contract and orders review of special-event rules

The Cave Creek Town Council unanimously approved a five-year extension of the Turquoise Circuit bridal rodeo contract, maintaining the $15,000 town sponsorship and the $3-per-ticket surcharge previously negotiated. Turquoise Circuit representatives described the event's Professional Rodeo Cowboys Association affiliation and stressed plans to expand marketing and attendance.

Council debate then turned to the broader special-event permitting framework. Staff reviewed the town's special-event history and current application process, noting a recent application-fee increase from $100 to $150. Council members and members of the public pressed staff to consider a fee structure tied to staff time and event impact (for example, multi-day events such as Bike Week), to require stronger vendor licensing and TPT compliance, and to explore traffic-control and pedestrian-management plans that reduce resident disruption.

Why it matters: Bike Week and other multi-day events have produced recurring complaints about pedestrian and traffic management, vendor compliance and sales-tax reporting. Council members asked staff to return with options for tiered or day-based fees, clearer staffing-cost recovery, and a vendor-audit approach that could involve the Arizona Department of Revenue or an outside auditor.

Outcome: the council approved the Turquoise Circuit contract extension (voice vote 7-0) and directed staff to research fee structures, enforcement options and the possibility of a workshop with event promoters to refine traffic and safety plans. Staff reported processing 55 special-event permit applications in 2025 and 36 so far in 2026.
