The commission approved a building permit for a carport and a 10‑foot rear addition at 248 S. Main after applicant Robert Rusby presented engineered plans showing 26‑gauge metal siding extending to the bottom of the structure. Commission Member Joy Partridge moved to approve the permit with the condition that Rusby pay the $150 deposit at the Hinckley Town Office; Commission Member Margene Stevens seconded the motion and it carried.
Michael Zurn, speaking under affidavit for Darrel Thomas of JD Redevelopment, presented two site plans for homes in the West Hinckley Subdivision. He described the Lot 8 unit as a single‑family manufactured home similar to houses previously placed in the nearby Hinckley Meadows Subdivision; the commission suggested setting the home back an additional five feet from the minimum setback to allow for a future porch. Joy Partridge moved to approve the Lot 8 site plan; Margene Stevens seconded and the motion carried. Zurn also presented a single‑family home for Lot 15, which he said complies with setback requirements; Margene Stevens moved to approve that permit and Crista Kaman seconded.
David Remkes of All Around Construction requested approval to move a manufactured home from 4500 South (formerly Pleasant Acres) to 925 West Center. Remkes told the commission the unit has smoke and fire damage but a sound frame and will require replacement windows and doors. After reviewing transport and placement requirements, the commission approved the application (motion by Margene Stevens; second by Joy Partridge).
All approvals were presented as motions on the record and seconded; the meeting minutes do not record roll‑call tallies. Several approvals included specific conditions or recommendations recorded in the Commission’s motion (for example, the carport permit is conditioned on receipt of the $150 deposit and the Lot 8 placement was recommended to be set back an extra five feet to accommodate a porch).
