City outlines Bayside Village shelter operations after taking control; 33 units, 38 beds with added services

Project manager Jeff Davis updated the council on Bayside Village, explaining that the city assumed site control and operations on May 15 and converted the project from a transitional housing model to an emergency shelter model to better preserve residents’ chronic‑homeless status and access to housing programs.
Davis said the site contains 33 units (some double rooms), totaling 38 beds; about 26 people were residing on site at the time of the update and staff expect to increase occupancy as repairs finish. The city has added daily housing navigation services and regular visits by Open Door Mobile Medical, and staff are coordinating with county health and workforce programs and partners including Uplift to provide case management, job skills training and supportive services.
Davis said the city will continue to honor existing leases that tenants signed under the prior operator and will allow residents to remain as long as they need while receiving supportive services and pursuing permanent housing options. Council members asked about capacity, repairs and timeline; Davis said safety and habitability work is underway and the goal is to reach full occupancy in the coming weeks.
