Committee adopts substitute FEPP implementation plan; vote on amendments postponed to July 22

Central staff said the substitute made two substantive corrections. "The first change would be to correct the date for the Seattle Preschool Program voucher pilot implementation date to 2026–27," and "the second change would be to add in frequency of service" in the implementation standards, Tracy Ratzliff of council central staff said, adding that the remaining edits were technical.
After adopting the substitute, Chair Rivera said central staff would brief 11 amendments for discussion and that the committee would vote on those amendments at a July 22 meeting. The committee took no final votes on the amendments on July 8; the chair said it is her intent to move a chair's package grouping amendments that have broad support.
The committee action on the substitute was recorded as adopted (8–0). Final approval of individual amendments and the bill was postponed to the next meeting on July 22.
