Council approves amended design–build contract for new parks and aquatic center

The West Memphis City Council approved an amended contract to accept a design-and-build construction manager for a new parks and recreation facility that will include an aquatic center.
During the meeting a council member moved to amend the proposed contract by removing sections 5.4 and 5.5; the amendment was seconded and adopted, and the council then approved the amended contract.
Council discussion addressed the project’s site status. A council member asked whether the city already owned the property; Mayor McClendon said, “We have the property under option,” and added that the city still must execute the purchase before construction can proceed. The mayor described the initiative as a component of a broader referendum approved by voters last November that included infrastructure, a new police station and funding for parks and recreation improvements aimed at youth and senior residents.
The council did not provide contract dollar amounts or a construction schedule during the public meeting. Staff and consultants have reportedly begun preliminary planning and coordination with fire and police departments, the mayor said.
