The Troy Planning Board declared the Unity House lot-line adjustment application complete, issued an unlisted SEQR determination and scheduled a public hearing for July 21, contingent on the Zoning Board of Appeals acting on requested variances.
Courtney Davis of LaVela outlined the proposal to adjust lot lines between 185 Earl Street and 2428 5th Avenue to permit a new outdoor cooler and patio to support a Unity House teaching kitchen. Davis told the board the adjustment will create two nonconforming lots that will require ZBA review for a side-yard variance, a building‑frontage variance and an impervious‑coverage variance.
Kristen of Unity House described the teaching-kitchen program: short eight-week cohorts for 16–21-year-olds that culminate with a pop‑up meal where participants serve community members and the program helps graduates with job placement. "At the conclusion of the 8 weeks, there's a small graduation where the kids... graduate, and we help them find jobs," Kristen said.
Staff noted sign concerns in the initial submission and the applicant said a proposed exterior sign application had been withdrawn and that an interior sign will be used to avoid confusion with a full-time pizzeria. The board declared the SEQR action unlisted with sufficient information, declared the application complete and agreed to refer the variance requests to the ZBA with the hearing scheduled for July 21 pending ZBA action. All motions passed unanimously.
The applicant said it intends to retain both parcels and continue existing residential uses on 2428 5th Avenue; the lot-line changes are meant to enable the teaching-kitchen operation and supporting outdoor features.
