Hinsdale CIP committee reviews warrant articles, flags state vehicle-policy uncertainty and trust-fund language

The Hinsdale Capital Improvement Planning Committee met Feb. 3 to review draft warrant articles that would create and modify several local expendable trust funds and a transportation reserve.
Committee members examined a slate of proposed articles — including a Washburn Way extension, fire-department protective equipment, Town Hall and community center expendable trust funds, and Article 14, a proposed Municipal and Transportation Improvement Capital Reserve Fund. Members discussed recent changes in state policy around vehicles and raised questions about how the proposed Article 14 should be drafted given that ambiguity.
The committee also discussed proposals to create or replace Field House and parks-related funds. Sean Leary read the language from the original Field House Expendable Trust while members debated Article 16 (creation of a Parks Building Improvement Capital Reserve Fund) and Article 17 (closing the existing Field House Improvement Expendable Trust if the replacement is approved). Article 20, a separate Article to create a Field House Improvement Fund under RSA 31:19-a and appropriate $10,000 to it, carries recommendations from the Selectmen (5-0) and the Budget Committee (6-0).
On Article 18, which would create a Cemetery Maintenance Expendable Trust Fund, legal staff questioned naming the cemetery trustees as agents; the Department of Revenue Administration (DRA) provided alternate standard language. Kathryn Lynch suggested adopting the DRA wording to address legal concerns about agents and oversight. Jane Fortson and others said the agent language proposed in Article 19 (a CIP expendable trust / Land Use Change Tax reallocation) could be used as a model for Article 18, an approach Sean Leary supported as adding checks and balances.
Committee members did not take final votes on any of the warrant articles during the meeting; the session was a review and discussion of draft language and potential edits ahead of Town Meeting. Lynch said she would follow up on whether select-board procedures require a public hearing for withdrawals from the School Street Improvement fund (a related topic discussed later in the meeting).
