The Planning Board voted to grant preliminary plan approval for a proposed addition of approximately 6,796 square feet to an existing commercial building at 345 Valley Road (Plat 114, Lot 1C). Attorney Jay Lynch, representing the property owner, said the project previously received master‑plan approval and a special‑use permit for construction within the Zone 1 Watershed Protection District.
Lynch told the board that TRC reviewed the preliminary plan and provided a favorable recommendation; the tree commission and roads and utilities committee raised no outstanding concerns. The project team reported that required state approvals had been received from DOT and DEM and that Crossman Engineers concluded the addition would generate minimal additional traffic impact on the site.
A conservation commission member commended the applicants for use of prior pavers and for integrating tree and runoff mitigation in the preliminary design. Board members asked technical questions about materials, mechanical equipment location and shielding of condensers; design responses indicated that new condensers will be screened and some equipment will be roof‑mounted out of public view.
The board voted in favor of preliminary plan approval; staff noted there were no additional conditions beyond those previously satisfied at the master‑plan stage and through TRC review.
