Committee backs Board Bill 33 to add speed humps after amendment

The St. Louis City Public Infrastructure and Utilities Committee voted 5-0 Wednesday to give a due-pass recommendation to Board Bill 33, a petition-driven measure to install speed humps on neighborhood streets, after adopting an amendment to add another block of Washington to the requested locations.

Board Bill 33 was presented by the bill’s sponsor, Chairman Browning, who said the ordinance follows the committee’s standard petition process and reflects neighbors’ requests for traffic calming. "It also gets neighbors meeting each other, which is always great," he said, describing the petition and asking the committee for a favorable consideration.

The committee considered and adopted Amendment 1 to the bill, which adds an additional block of Washington that residents requested. The amendment was moved, seconded and adopted by voice vote; the sponsor then summarized the bill as amended and invited questions and public comment. No members asked questions and no one from the public had signed up to speak.

The committee then took a motion for a due-pass recommendation on Board Bill 33 as amended; after the clerk called the roll the committee recorded five "aye" votes, producing the recommendation to advance the bill to the full Board of Aldermen.

Clerk Mister Kirk reported there was no written testimony on the item. Chairman Browning used the meeting to remind members that next week is the last week to get bills out of committee before the summer break and said the committee expects an informational presentation on recycling at a later meeting.

The committee adjourned without further business.
