Board approves multiple water, sewer and stormwater payments and agreements, including SRF disbursements and Army Corps grant

The Crown Point Board of Public Works and Safety on June 17 approved a series of infrastructure payments and service agreements for water, sewer and stormwater projects, including two SRF loan disbursements, a municipal stormwater professional services agreement and acceptance of an Army Corps construction grant.
Al (city staff) said SRF disbursement number 11 for Atlas Excavating totaled $1,185,257.79 with a corresponding retainage payment of $62,381.99; the board approved the payment. He also requested approval of SRF disbursement number 32 for the lead service-line replacement program in the amount of $27,042, which the board approved. Al described the lead program as near its final phase: of 1,627 service lines identified citywide, staff have inspected roughly one-third of exterior and one-third of interior lines; they have identified 70 galvanized and two lead lines, with 72 replacements planned for the final phase and an anticipated bid in summer 2027.
"So we've whittled ourselves down to 1,627. We've, inspected a 3rd of those homes... To date, we found, 70 galvanized service lines and 2 lehi lines," Al said, summarizing the program status.
The board also approved a drinking water loan disbursement (number 33) for $151,281.05 with $8,383.21 to retainage. Al said the downtown interceptor project is nearing completion on Phase 1 but will likely require a significant change order for differing site conditions; staff said the cost will remain within contingency and will be presented at a future meeting.
On stormwater, Mister Wolverton of American StructurePoint described a proposed professional services agreement for the US 231 Broadway stormwater improvements. He said the Little Cottonette River Basin Development Commission agreed to pay 60% of the total contract amount and that the total contract is $310,000. "They've agreed to pay 60% of the total contract amount, which is $310,000," he said. The board approved the agreement.
Al also notified the board that the Army Corps of Engineers informed the city it will award a $1,000,000 grant toward the Imperial Heights Sewer Rehab project, covering 75% of construction with the city responsible for the remaining 25%. Staff will coordinate with the mayor's office and the rate consultant to identify the city's share.
The board approved three road striping proposals, including a $67,810 package from a vendor previously used by the city, and authorized staff to refresh downtown striping if needed under held pricing.
