Council approves sewer connection district (District 23) for fringe development

The North Platte City Council, acting as the Board of Equalization on June 16, approved a map and schedule for a sewer connection district (District No. 23) located east of Buffalo Avenue. Staff explained the district uses a connection-fee approach (charged at time of hookup) rather than an assessment district.
Brent, a city staff member, described the layout and the sewer alignment, and said the schedule works on a front-footage basis. He gave a sample price of about $43 per front foot; that equates to roughly $4,000 for a typical 100-foot residential lot and higher for larger lots. Brent said the city will pay approximately $97,000 to extend sewer across certain city property to reach the connection point; the balance of an estimated $134,000 would be borne by property owners who choose to connect based on their frontage.
Council discussed who would be assessed or charged if property owners do not connect immediately; staff said the connection fee model avoids putting an assessment lien on property, but the city budgets for upfront costs and expects to recoup some costs when property owners later connect. Councilmember Lucas recused himself from discussion and voting because of a potential conflict of interest.
Council approved the connection district as presented by voice/hand vote. Staff said connection districts are a common tool used on fringe areas and provide a path for development without imposing up-front assessments on land that may remain agricultural until it develops.
