During its June 16 meeting the North Platte City Council approved a resolution designating First National Bank of Omaha (FNBO) as a warrant lender and authorized a warrant purchase agreement related to prior enabling ordinance No. 3874. Council also approved payment of claims by issuing one warrant to Level LLC for $264,865.21 and four warrants to 1st Interstate Bank totaling $375,780.84.
Dawn, a city finance staff member, told the council that the city is using warrant financing as interim financing for infrastructure work and that several warrants are currently maturing with another bank. She said staff and financial advisers continue to evaluate options and expect to return later this fall with bond or other financing recommendations.
Council discussed alternatives such as bond anticipation notes; one council member said BANs could offer lower interest but carry higher administrative and upfront costs. Staff said some warrants were being extended while permanent financing is arranged and that the city sometimes markets warrants aggressively to get better pricing.
Council voted to approve the resolutions and to issue the warrants listed on the meeting materials. The items passed on voice vote; no further fiscal action was taken at this meeting.
