Noma Hills plan revised: developer reduces units to 180, Board requests more testing and wetland clarification

The Town of Thompson Planning Board received an update on the revised Noma Hills (formerly Evergreen Heights) concept plan on May 27.
Project engineer Dan Griffiths said the revised layout consolidates units into two residential sections to increase green space and reduces the total to 180 units — 60 single-family homes and 60 duplexes — with internal walking trails, two access drives (one off Strong Road and one off Old Route 17), drilled wells for water and underground electric, and two stormwater ponds. Griffiths said the DOT has signaled no objection to the access points, and the project team reported wetlands were flagged and that a jurisdictional determination from DEC returned negative.
Board members and consultants raised issues about stormwater functionality given site topography, a discrepancy in wetland acreage listed in the applicant’s EAF, and concerns that a gravel drive may not be suitable for emergency access and could require paving. Planning staff requested that the applicant submit testing reports prior to a follow-up work session for detailed review.
