Public Utilities Director Mike Wagner briefed the Fuquay Varina Town Board on July 7 on construction progress and capacity expansions at the Turbot Creek Wastewater Treatment Plant and the North Harnett Regional Wastewater Treatment Plant.
Wagner said the Turbot Creek (agenda listed as item 4c) work includes a new bar screen and influent pumps, a Biological Nutrient Removal Tank No. 3 that will hold nearly 2,000,000 gallons when full, an added third clarifier, expanded filtration and ultraviolet disinfection, and a new administration and maintenance building to support 24/7 operations. He said the project expanded permitted average treatment capacity from 3,000,000 to 6,000,000 gallons per day and that Crowder Construction is the contractor with Hazen and Sawyer as designer.
For the North Harnett regional project, Wagner described a larger, sequencing‑batch‑reactor facility and said the project is being delivered as a design‑bid‑build contract that is on pace for a February 2028 completion. He reported the North Harnett project as a roughly $109 million project with approximately $44 million already invested by partners and described partner jurisdictions holding contractual capacity in the facility. Board members and Wagner reviewed projected total basin capacity following build‑out and confirmed partner allocations for Harnett County, Lillington and Angier/Wellington would affect future available capacity.
Wagner provided several project details, including concrete pours and successful water‑integrity testing on new tanks and the recent installation of a 42‑inch effluent line and planned installation of a 42‑inch influent line under US‑401. He said staff used treated effluent (not potable water) to fill the new tanks during testing and noted some existing piping was undersized and in poor condition.
Wagner also stated the town remains under budget and ahead of schedule on the Turbot Creek project; those cost and schedule claims were reported to the board without a written financial exhibit in the meeting record.
Board members asked technical questions about partner capacity allocations and the size of projected increases; Wagner answered that total treatment capacity would roughly double in the described build phase (from about 6 million to 12 million gallons per day across the two basins when fully built) but that final numbers depend on partner agreements and future land use.
Wagner closed by saying staff will continue to monitor construction progress and provide updates to the board.
