Fuquay Varina board names preferred Hilltop Needmore design team and approves Fleming Loop turf contract

Parks and Recreation Director Cox told the board staff solicited qualifications on April 27, received seven responses and interviewed two teams. Based on the evaluation criteria, Cox recommended Balfour Beatty as the “most qualified design‑build team” and said town staff will negotiate scope and fee with that team; Bloom Construction was named the second‑ranked firm. The board approved the designation by voice vote.
Cox said the Hilltop Needmore work is included in the FY27 budget with a $10 million allocation and that staff will attempt to negotiate a scope and fee consistent with statutory qualifications‑based procurement. Commissioner Adcock asked whether the design process could study a pedestrian connection from Helen Drive to the proposed ball‑field area; Cox said staff can evaluate a potential pedestrian easement during design.
On Fleming Loop Park, Cox recommended awarding Edifice Construction a preconstruction services agreement to complete surveys, concept and design development and prepare a guaranteed maximum price. Cox said the proposed preconstruction fee is $440,700 (included in the FY27 budget) and that the total project budget is $10.5 million, which includes a $4.25 million Raleigh/Wake County hospitality grant. The board moved, seconded and approved the contract award; the action is contingent on the town attorney’s review and execution of a funding agreement with Wake County.
Several members of the public addressed the board during the public comment period. Mary (announced by the clerk as Mary Miltonberger) thanked the board for addressing parking issues in the Northlake neighborhood after recent high‑school parking pressures. Resident Tracy Goulden criticized the town’s handling of Fourth of July parking and asked the board to review handicap parking practices, and she warned that some residents felt communication about Needmore Park moved too quickly ahead of public notice.
The motions were routine voice votes. The board also discussed implementation steps: staff will negotiate terms with the selected Hilltop design‑build team and return a scope and fee for board consideration; staff will finalize preconstruction deliverables and the GMP process for Fleming Loop.
The meeting closed with announcements of upcoming community events; the board then voted to enter closed session for attorney‑client privilege.
