Plan Commission reviews state-required draft on nonconforming uses, defers enforcement decision on disrepair ordinance

The Random Lake Plan Commission on March 9 discussed a state-instructed draft ordinance addressing nonconforming uses, structures and lots and reviewed a separate draft on vehicle and building disrepair.
Chairman Duane Urbanski said the draft Ordinance 2026-07 reflects language required by the village attorney to comply with state guidance. Member Dave Borchardt asked for clarification of section (a)(2) regarding whether a nonconforming use may be "extended." Urbanski explained the provision means a property that was nonconforming for one use cannot later become nonconforming for a different use (he illustrated with the example of a property that once housed a bar and could not later be changed to a laundromat as a new nonconforming use). Clerk/Treasurer Stephanie Waala said she will ready the ordinance for a public hearing.
On a separate agenda item, Urbanski said the vehicle and building disrepair language is still being drafted by the village attorney. Building Inspector Roger Kison asked who will enforce the ordinance; Urbanski said enforcement has not been determined and that Public Safety is considering the issue. Urbanski requested that the violations item be returned to the next meeting for further discussion.
The commission did not take formal action on either ordinance draft at the March 9 meeting; both items were left at the drafting and clarification stage. The meeting adjourned at 6:17 p.m.
