Planning Board refers Walmart OPD expansion to county for 239 review after circulation and landscaping concerns

Marah MacKenzie, representing Walmart, described a 7,457-square-foot expansion on the north side of the store intended for OPD (online purchases and delivery) operations that would increase pickup stalls from 11 to 48 and reduce total parking from 852 to 808, which the applicant said remains in compliance with the code.
Board members recommended shifting pickup traffic to the second entrance to improve flow, adding or upgrading landscaping, providing employee walkways for pickup operations, and contacting NYSEG about the increased electrical service demand. Consulting engineer Matthew Sickler flagged parking-stall sizing under the updated code (10 by 20 feet) and the Board said it could waive the older-size requirement if appropriate. Jim Carnell noted the fire hydrant is covered by an agreement with the Village of Monticello for fire flow.
The Board voted to refer the site plan modification to the County for a Section 239 review.
