Tony Siciliano, the project surveyor, presented a proposal to split the Monticello Greenhouse property into two lots to separate the existing house from commercial greenhouse structures. Board members and staff noted multiple pre-existing nonconforming structures, a portion of the property spanning the Town and Village of Monticello, and an encroachment: one barn appears inside a 12-foot right-of-way granted to an adjoining property.
Jim Carnell advised that the project will require variances from the Zoning Board of Appeals to legalize pre-existing nonconforming structures prior to Planning Board action. County Real Property requested confirmation that the Village was agreeable to the subdivision. After the discussion, Arthur Knapp moved and Kristin Boyd seconded a motion to deny the minor subdivision and refer the applicant to the ZBA; the motion passed unanimously.
