The board reviewed a developer‑proposed Community Facilities District (CFD 2026‑2) for a mixed housing project west of Pat's Ranch Road and authorized staff to execute related agreements. Paula Ford explained that the CFD would finance school facilities mitigation at 130 percent of the district’s statutory developer fee, increasing the mitigation rate from $5.38 per square foot to $6.99; the district’s estimated share of mitigation financing from the CFD was $8,891,147.
Trustee Jenny Felix asked where new students from the development would be assigned; staff replied the Del Sol attendance boundary is currently expected to receive students from that area. Trustees also asked about the developers' phasing and the fee justification study; Ford said her office and the district’s financial adviser had negotiated the terms and the city would consider the CFD at an upcoming council meeting.
The board adopted a resolution approving the form of the school facilities mitigation agreement and later adopted a joint community facilities agreement resolution; both votes were recorded as 5–0.
