Paula Ford explained that the CFD would finance school facilities mitigation at 130 percent of the district’s statutory developer fee, increasing the mitigation rate from $5.38 per square foot to $6.99; the district’s estimated share of mitigation financing from the CFD was $8,891,147.
Trustee Jenny Felix asked where new students from the development would be assigned; staff replied the Del Sol attendance boundary is currently expected to receive students from that area. Trustees also asked about the developers' phasing and the fee justification study; Ford said her office and the district’s financial adviser had negotiated the terms and the city would consider the CFD at an upcoming council meeting.
The board adopted a resolution approving the form of the school facilities mitigation agreement and later adopted a joint community facilities agreement resolution; both votes were recorded as 5–0.
