Council approves consent agenda and multiple purchases; schedules hearing to correct assessment

Major actions approved or recommended:
- Playground equipment: Council accepted quotes for replacement work at two parks; staff said the total cost after grant offsets is about $550,000.
- Vehicles and equipment: The council authorized annual replacement purchases (pickup trucks, mowers, backhoes, a street sweeper and a salt dump truck) as listed in the agenda packet.
- De-icing salt: The city joined a cooperative purchase at about $78 per ton; staff estimated the city will spend about $591,000 this season on road salt and noted the prior season’s higher usage (about 7,500 tons) depleted inventory.
- Traffic signal equipment: Council authorized purchase authority for controllers, brackets and other hardware; staff estimated roughly $200,000 annually depending on needs.
- Wastewater plant work: Council combined three related items to replace an exhaust fan (~$25,500), a screw pump gearbox (~$45,000) and to enter a five-year service agreement for turbo blowers (quoted in the presentation as $198,000 per year).
- Emergency repair: Council approved contracting Underwater Construction Corporation to fix a separated chlorine line in the Lake Michigan raw intake at a cost just over $15,000.
- Order bids: Council authorized orders for a cold vapor atomic absorption mercury analyzer (about $37,000) and seven flow meters (just over $53,000) to replace aging equipment.
- Liquor license: The council recommended approval of a Class C liquor license application from Frank Vitale LLC for a location at 1375 28th Street SW (former Applebee’s); staff noted the state issues the license and that the city has a limited allotment of Class C licenses in the city center.
Each of the above measures passed by roll call during the meeting. Several votes were unanimous among the members present; Councilmember Hill was excused for the night. The council also set a public hearing for July 20 to correct a supplemental special assessment calculation related to the Kent Industrial Center (see separate coverage).
