Village staff and the village engineer briefed the planning commission on several administrative items: the state’s 2025 Act 68 requires local land-division ordinance updates by a statutory deadline, staff plans to prepare draft ordinance language and a joint public hearing with the village board will be required; the 2026 paving program will reconstruct streets in Whitewater Island subdivision using a pulverize-and-overlay method; and the village has adopted updated flood-insurance studies and needs to publish local floodplain maps so property owners can easily check whether properties are in a flood-storage district.
Why this matters: Act 68 changes land-division expectations that could alter what conditions a municipality may impose on developers; publishing floodplain maps will give property owners clarity about flood-storage districts that are separate from FEMA mapping tools.
Staff proposed reviewing draft ordinance language at the next planning-commission meeting and coordinating a joint public hearing with the village board for adoption. The engineer said the paving program will move forward this year and staff will assist the DPW with specifications and bidding. On floodplain mapping, staff said the village is in conformance with DNR and the NFIP but needs to publish its adopted flood-district mapping for public reference.
