Staff described the proposal as conceptual and noted the commission’s role at this stage is advisory: the applicant presented multiple layout options, explained that the access point onto Highway 164 would remain unchanged, said WISDOT had been contacted and that an initial assessment indicated a traffic-study requirement may not be triggered at concept level.

Commissioners recommended that the applicant provide a detailed survey, a clear list of proposed uses (to avoid mismatches such as diesel repair where not intended) and a plan for intersection improvements or dedication if traffic conditions require it.
The commission offered feedback but took no formal action; staff told the applicant to return with more detailed plans (grading, parking, stormwater, surveys) if the project is advanced toward conditional-use or site-plan review.
