Peregrine project secures funding; city staff outline permitting timeline and HAB support

Allison, chair of the Housing Advisory Board, opened discussion about the Peregrine Affordable Apartments project after staff said the developer had secured funding and was preparing land-use applications.
Fred Rowlandhagen, the city's staff liaison, said Paragon has "gotten their their funding and and everything" and is preparing a major development plan and subdivision application this summer and fall. He said the team aims to have building permits issued before Dec. 31 so the city can meet its Prop 1/2/3 commitment of roughly 47 to 48 affordable units. "If it's not," he added, staff will work with DOLA to seek an exception, because "with their funding secured, they're on the road to getting this project off the ground."
The board discussed what HAB can offer during the land-use review. Fred recommended HAB letters of support for the planning commission and city council records, saying those letters would be "very helpful to have on record." Allison said the HAB would keep Peregrine as a standing agenda item and reach out to invite project representatives to present and explain any needs where the HAB could assist.
Members also raised procedural and timing questions about entitlement steps. Fred summarized the remaining approvals: local land-use entitlements (major development plan and subdivision to create legal lot lines), grading and erosion-control permits, and then building permits from the Pikes Peak Regional Building Department. He cautioned that although staff are "reasonably sure" the project will move forward, building permits must be pulled before the Dec. 31 deadline to count toward the city's Prop commitment.
Board members emphasized the HAB's role is advisory and that any letters should avoid the appearance of improperly favoring a single developer. Crystal Carr urged caution about "making things better for this one particular build," and members discussed coordinating with the URA and other partners so HAB's input is seen as part of broader policy work rather than project-specific favoritism.
The board asked staff to follow up on next steps and to invite Peregrine to a future meeting if representatives are available to present. The HAB will also consider drafting or resubmitting a recommendation that had been included in recent work-session packets to ensure council and planning commissioners see the board's position.
