Out of respect for citizens in the audience, the clerk offered to hold the public comment period even though the council could not proceed with formal business. After asking whether any council members had comments and noting that some members were attending a conference that week, the clerk called for a motion to adjourn. A motion was made and seconded; a voice vote produced ayes and no nays, and the clerk recorded the result as carried, noting "Case 2 0 and affirmative." (Clerk)
